Responding to the Trump Administration's Actions
Throughout the start of his administration, President Trump has repeatedly and recklessly overstepped executive power in a manner I believe is both illegal and unconstitutional. His executive orders and actions are clear violations of the U.S. Constitution, and I’m fiercely committed to pushing back against these abuses at every level—in the courts, in Congress, and in our neighborhoods.
Recently, Republicans in Congress passed President Trump’s cruel and harmful budget bill, which jeopardizes healthcare for 15 million Americans, slashes food assistance for nearly 3 million Americans, and adds $3.4 trillion to the national deficit—all to fund tax breaks for Donald Trump’s billionaire friends. While the timelines for the full impact of this legislation on our community remain uncertain, my team and I are closely monitoring each development and working with local partners to assess potential effects. As we learn more, we will keep our constituents informed every step of the way.

In Washington, I am working tirelessly with my colleagues to develop legislative and policy solutions to restore balance, protect our most vulnerable, and hold the administration accountable.
Beyond legislative efforts, I remain in constant contact with local agencies, community leaders, and organizations affected by these harmful policies. My office is working side by side with these groups to develop strategies to protect critical services and ensure our community does not bear the brunt of this federal overreach.

I am working closely with House Democratic leadership to support outside partner organizations in strategically filing lawsuits against the Trump Administration’s illegal and unconstitutional actions.
Although Democrats in Congress are in the minority and don’t have the ability to directly file lawsuits and issue subpoenas, we are actively collecting information and data—including the impacts of the Administration’s actions on constituents, nonprofits, local governments, and federal agencies—and coordinating with our partner organizations on a litigation strategy against the Trump Administration.

Standing up for Democracy
- I am cosponsoring the Taxpayer Data Protection Act to place requirements on who can access Treasury payment systems and require that individuals with access to sensitive payment systems have completed cybersecurity trainings and signed a written ethics agreement.
- I am cosponsoring the Bipartisan American Dream and Promise Act to provide a pathway to citizenship for Dreamers.
- I released a statement on President Trump’s Intent to Compensate Violent January 6th Insurrectionists.
- I released a statement on President Trump’s Executive Order to halt federal funding for NPR and PBS.
- I authored a letter pressing the Trump administration on the firings of election security workers and the pause of critical election security efforts.
- I authored a letter demanding President Trump rescind his misguided Executive Order to control independent regulatory agencies.
- I authored a letter raising alarm over President Trump’s attempted power grab of independent agencies overseeing campaign finance laws and federal elections.
- I signed an amicus brief in Trump v. Casa, Inc. which stands up for the essential constitutional principle of birthright citizenship and provides overwhelming evidence that President Trump’s Executive Order to end birthright citizenship is unconstitutional.
Fighting Back Against Harmful Tariffs
- I am cosponsoring the Prevent Tariff Abuse Act to clarify that the President cannot take broad tariff actions under the guise of a national emergency without Congressional approval.
- I signed a letter to President Trump addressing the economic harm his blanket 25% tariff on Canadian imports and 10% tariff on Canadian oil would have for hardworking families here in Rochester.
- I signed an amicus brief in Oregon v. Trump (U.S. Court of International Trade) focusing on the Administration’s attempts to unilaterally impose tariffs under the International Economic Emergency Powers Act (IEEPA). The brief argues that Congress did not intend or provide for IEEPA to be used as a tariff statute, and the Constitution gives Congress, not the President, the power to impose tariffs.
Protecting our Federal Workforce
- I am cosponsoring the Saving the Civil Service Act to protect the federal workforce from politicization and political manipulation.
- I signed a letter condemning President Trump’s actions after he attempted to fire 12 independent inspectors general, violating federal laws that protect their work from political interference and intimidation.
- I released a statement condemning the President’s disdain for accountability under the law after President Trump fired FEC Chair Ellen Weintraub, thanking Chair Weintraub for her years of service to the Commission and the country.
- I signed a letter to the Department of Energy Secretary Chris Wright, expressing concern that the Department of Energy (DOE) is exploring the cancellation of loans issued by the DOE Loan Programs Office.
- I signed a letter condemning the firing of 7,000 employees at the Internal Revenue Service and requesting information on how the agency can ensure it is addressing taxpayer needs.
- I authored a letter to the Director of the National Finance Center (NFC) demanding he immediately reverse an unnecessary halt on a modest pay raise for U.S. Capitol Police officers.
- I secured a reversal on the Trump administration’s damaging plan to close federal buildings with congressional offices.
- I authored a letter to senior officials at the Cybersecurity and Infrastructure Security Agency (CISA) demanding answers on a move to fire federal employees who fought election misinformation.
- I authored a letter to the Library of Congress Inspector General requesting an investigation and continued monitoring of potential improper communications between the Library of Congress—a legislative branch agency—and the executive branch agencies and personnel.
- I am cosponsoring the Protect America’s Workforce Act, to nullify President Trump’s Executive Order relation to exclusions from Federal Labor Management Relations Programs issued on March 27, 2025, and restore the collective bargaining rights for more than 1 million federal workers.
Protecting Social Security
- I am cosponsoring the Keeping Our Field Office Open Act to impose a moratorium on office closures to ensure continued access to Social Security services for beneficiaries.
- I am cosponsoring the Protecting Americans’ Social Security Data Act to prohibit political appointees from accessing beneficiary data.
- I signed a letter to Secretary Bessent asking questions about his authority to give Elon Musk access to highly sensitive details about hundreds of millions of Americans.
Protecting Investments in our Community
- I signed a letter to President Trump requesting an itemized list of programs, projects, and activities that have been put on hold as a result of the Unleashing American Energy Executive Order.
- I signed a letter to President Trump expressing my strong opposition to his Executive Order which called for the elimination of the Institute of Museum and Library Services (IMLS).
- I signed a letter to President Trump opposing cuts, pauses, and delays for NSF grants that would disrupt new and ongoing research, waste appropriated resources, and threaten scientific progress.
- I signed a letter to Secretary McMahon and Director Vought urging the immediate release of the congressionally appropriated funds for summer and afterschool programming, English language instruction, adult education, and other essential services for the upcoming academic year.
Defending Access to Health Care
- I am cosponsoring the Children’s Health Insurance Program Permanency (CHIPP) Act to provide children with stable health coverage and fight back against healthcare cuts.
- I am cosponsoring the Hands Off Medicaid and SNAP Act of 2025 to prohibit policies in reconciliation that would result in benefit cuts of coverage or enrollment loss in Medicaid and SNAP.
- I signed a letter to the Acting Director of the National Institutes of Health, demanding he take immediate action to restore the Office of Research on Women’s Health website and reinstate archived webpages.
- I signed a letter to the Acting Director of the National Institutes of Health (NIH) expressing concern about how various Trump Administration actions have already negatively impacted the NIH, clinical trials, and cancer research.
- I am cosponsoring the Medicaid Dental, Vision, Hearing Benefit Act, to provide for Medicaid coverage of dental, vision, and hearing care.
Supporting our Veterans
- I signed a letter urging the Trump administration to reverse the firing of over 1,000 VA probationary employees.
Supporting our Allies
- I signed a letter to the State Department advocating for a waiver to the Trump administration’s 90 day pause on foreign assistance to allow humanitarian, economic, and governmental assistance to flow to Ukraine.
- I am cosponsoring the Freedom First Lend-Lease Act to provide lend lease authority for Ukraine.
- I signed a letter expressing opposition to several actions the Trump administration has taken to limit the ability of our Afghan Allies to seek refuge in the United States.
