Appropriations Requests

As a member of the House Appropriations Committee, Congressman Morelle is pleased to accept Programmatic, Language, and Community Project Funding (CPF) requests from interested parties. Priority will be given to requests from, and on behalf of, our constituents in Monroe and Orleans Counties, so we encourage applicants to clearly detail benefits to NY25 in their submission form.

Programmatic & Language Requests

Each year, the United States Congress considers and enacts annual appropriations bills, which provide the federal government with the funding it needs to operate. These bills fund numerous activities, including government operations, medical research, national defense, infrastructure, and education. As a member of the House Appropriations Committee, Congressman Morelle works to guarantee the federal government invests in the policies and programs that help move our communities, state, and country forward.

To ensure our systems work best for the American people, Congressman Morelle is pleased to accept programmatic and language requests from our community. Programmatic requests include funding for specific federal programs that are important to you or your organization. Language requests include specific policy directives to federal agencies.

Community Project Funding Requests

The Community Project Funding program offers local entities a new opportunity to work directly with their member of Congress to bring awareness to local priorities that are deserving of federal funding and partnership.  This program has been designed to utilize the best parts of the past “earmark” process by directly connecting Congressional action with outputs in the community, but with stronger guardrails to ensure accountability, transparency, and strong community support. This is a unique and exciting opportunity for our community to identify and advance priorities worthy of funding consideration.

Like many of you, I’m deeply frustrated that congressional Republicans excluded all FY25 community project funding from the recent continuing resolution. This decision has severely disrupted our ability to accept new applications for FY26. I know how urgent these needs are, and I’m committed to holding leadership accountable and delivering the funding our community deserves. If you would like to receive updates specific to the Community Project Funding process, please reach out to our Director of Strategic Initiatives and Policy Advisor, John Pellito, at John.Pellito@mail.house.gov.
