Community Project Funding Requests: FY22

  1. Baden Street Settlement (THUD – pg. 35)
    1. FY22 Approps Amount: $561,700
    2. Project Description: Baden Street facilities and infrastructure has fallen into a state of disrepair over the years with little or no repair or renovation to its facilities. The purpose of this project is to Repair Baden Street's facilities so that it can continue to provide vital services to Northeast Rochester.

  1. Beyond the Sanctuary, Inc (LHHS – pg. 43)
    1. FY22 Approps Amount: $525,000
    2. Project Description: The Job Readiness Support Program (JRSP) will enable 50 unemployed, underemployed, hard-to-employ individuals (primarily African Americans) to become thriving, self-sufficient adults. JRSP’s Unique Wrap-Around Support Services focus on hard and soft skills needed for success in high-demand live-able wage fields. Services are: Life Skills/Jobs Coaching; Health/Wellness Coaching and; Social Service Referral; Emergency Stipends and Business Liaison Support. Collaborative partners, Rochester Educational Opportunity Center and Rochester Construction Training Center, train Participants in Construction, Licensed Practical Nursing, Sterile Processing Technician, Emergency Medical Technician, and Pharmacy Technician fields. JRSP’s Business Liaison Support Coaches identify employer partners who provide workplace Mentors and a Program Advocate to work with our Wrap-Around Support Team to foster success through the first year of employment.

  1. Boys and Girls Clubs of Rochester, Inc (LHHS – pg. 1)
    1. FY22 Approps Amount: $100,000
    2. Project Description: The Boys & Girls Clubs of Rochester is uniquely poised to implement a comprehensive afterschool and summer program for 150 young people, 6-18, to enhance current programming including evidence-based Accelerated Reader, STEM, Art Therapy & Entrepreneurship, and Job Placement/Career Exploration. We also seek funding to train staff in psychological CPR and conduct a trauma study for 85 members to ascertain their level of stress. For 50 years, we have delivered life-changing services to youth and their families. We are a place where children feel physically and emotionally safe and receive support and recognition from caring adults who give them a sense of belonging.

  1. Foodlink, Inc (THUD – pg. 35)
    1. FY22 Approps Amount: $750,000
    2. Project Description: The Foodlink Expansion Project comprises the purchase of our current facility, headquartered in Rochester, NY, and a cooler expansion within our current footprint. This investment will bring a substantial increase in refrigeration space, which will enable Foodlink to provide more fresh vegetables, fruits, dairy, and lean protein than ever before. By increasing our cold storage capacity, we will have the ability to store and distribute millions of pounds of fresh food, in a greater variety, to the communities we serve. Foodlink is currently engaging with Architectural and Engineering firms to scope the refrigeration project. The goal is to have this stage completed by May 1, 2021. Foodlink will then go out to bid to assure competitive pricing. The goal is for the project to begin in Aug 2021 and be completed by Oct 2021. If this timeline does not align with lead times for the needed equipment, we will have to delay until after the busy holiday season and begin in January.

  1. Monroe Country Office of Mental Health (MCOMH) (LHHS – pg. 39)
    1. FY22 Approps Amount: $265,000
    2. Project Description: Effective Mental Health (MH) and/or Substance Use Disorder (SUD) treatment is enhanced by the support of Peer Advocates - an individual with lived experience in SUD or MH disorders aligned to support the recovery goals of individuals currently in treatment. Peers are proven to increase the likelihood that a participant stays in treatment and achieves success in recovery. The BIPOC population often does not trust treatment services and in Rochester, there is a dearth of Peer Advocates of color. The more BIPOC support offered in treatment, the better the outcome, for the individual and the larger community. We are seeking funding to train 200 BIPOC Peer Advocates. The training is comprehensive and facilitates further employment opportunities in the BIPOC community. We would partner with local organizations for training and certification to obtain

  1. Multi-Craft Apprenticeship Prep Program (LHHS – pg. 47)
    1. FY22 Approps Amount: $200,000
    2. Project Description: The Multi-Craft Apprenticeship Preparation Program (M.A.P.P.) combines general construction labor instruction, for unionized Joint Apprenticeship Training Centers in the Rochester area, with collaborative Community Development/Restoration efforts in the most 'in-need' neighborhoods in the City of Rochester. The program focuses on sharpening existing, transferable skills and refines participants' work ethic. The M.A.P.P. Training Center is used for both academic tutoring and hands-on projects, to acclimate participants to general and the skilled trades.

  1. City of Rochester – Crisis Intervention Services unit (LHHS – pg. 16)
    1. FY22 Approps Amount: $225,000
    2. Project Description: In response to local and national events involving police responses to behavioral and mental health crises, the City of Rochester announced the creation of a new Crisis Intervention Services unit. The goal of the unit is to create a comprehensive, community-based response to support victims and families dealing with homicides, mental health, domestic violence, and other related crises by means of trained mental health professionals as first responders and co-responders with law enforcement/emergency medical services. The requested grant will fund the one-time purchase of motor vehicles and communications equipment for use by the unit when responding to emergencies and providing direct services to victims of crimes, people in crisis, and their families.

  1. Rochester General Hospital (LHHS – pg. 27)
    1. FY22 Approps Amount: $1,000,000
    2. Project Description: The Rochester General College of Health Careers is a not-for-profit academic institution of the Rochester Regional Health System. In September 2020 the New York State Board of Regents approved the College of Health Careers as a degree granting institution. The first degree program is an Associate in Applied Science with a major in nursing - an LPN to ADN (Associate Degree in Nursing) program. RGCOHC is dedicated to preparing adult learners with the knowledge, skills, and competencies necessary to pursue health careers, advanced education, and lifelong learning. The RGCOHC helps strengthen the workforce in Rochester by providing nursing education and certification that helps address the local nursing shortage; helps address the steep applicant backlog at institutions such as MCC and FLCC; and helps lift people out of poverty by elevating them into positions that earn an average of $20,000 more per year.

  1. University of Rochester (LHHS – pg. 50)
    1. FY22 Approps Amount: $300,000
    2. Project Description: The Healthcare Careers Pathway Program (HCPP) helps high school students in the City of Rochester, the majority of whom are living in poverty, gain relevant work experience, complete training/education programs, and attain a promotion into a higher-wage job along their desired healthcare career path. It is an expansion of the Teen Health & Success Partnership. The 4 new pathways include: nursing, pharmacy, patient services and clinical laboratory. This will help reduce poverty and meet healthcare workforce demand in healthcare. HCPP focuses on mentorship and professional development to increase graduation rates, post-high school training, and education completion so that participants are hired into living-wage jobs. HCPP will be managed by a successful existing workforce development program at the University of Rochester and staffed by individuals with experience supporting those living in poverty in Rochester. During the pilot year, HCPP will assist 50 students, ages 16-19.

  1. Urban League of Rochester, NY (FSGG – pg. 2
    1. FY22 Approps Amount: $200,000
    2. Project Description: The Urban League of Rochester is partnering with Rising Tide Capital to implement the Community Business Academy in Rochester. The Community Business Academy is a 12-week cohort based business training program that helps entrepreneurs become self-sufficient with the guidance of experienced business leaders. Upon completion of the program, entrepreneurs are paired with our partner TruFund Financial Services, who will work them to secure funding to help launch their business. Once funded and launched, the Urban League of Rochester maintains a 3-year minimum partnership with business owners via our business acceleration services program, Gate Checked, to ensure their success. Entrepreneurs are provided with essential tools such as QuickBooks to assist with their bookkeeping, strategic planning services, leadership development, an executive mentor, and a host of other services through the relationship, such as managing finances, business planning, legal advice, and marketing. This funding would be for salaries, funding to license with rising tide and misc. costs.
