Project Request: Rochester Institute of Technology & University of Rochester seek equipment funding to jointly develop an experimental infrastructure designed to assess secure quantum communication networks that rely upon quantum encryption: a priority for national security.

Monroe County / Town of Ogden: Gillett Road Bridge Removal, Regrading, and Road Replacement Project

Amount Requested: $6,488,000
Project Request: CSX owns the Gillett Road Bridge in Ogden located between Turner Drive and the Erie Canal Bridge, which was closed because of potential structural failures. This project proposes removing the aging bridge, filling and regrading the site, and constructing a new road to replace the bridge.

Monroe County: Northwest Quadrant Water Resource Recovery Facility

Project Request: The aging Northwest Quadrant Water Resource Recovery (NWQ WRRF) Facility requires maintenance and upgrades. This project will evaluate, design, and install finer screens at the NWQ Screen & Grit Building. The preliminary treatment project will more easily and efficiently remove larger objects including foreign objects, branches, and other large obstructions at the beginning of the wastewater treatment process.

Town of Victor: County Road 9 Force Main Replacement

Project Request: This project involves replacing an existing sanitary sewer force main project on County Road 9 in the Town of Victor. This sanitary sewer pipe is a critical part of the Town of Victor’s sewer collection system. Over the past 15 years, the force main has experienced five, each resulting in the discharge of untreated sewage into White Brook. The proposed improvement involves replacing the existing 10-inch ductile iron pipe with a 12-inch High-Density Polyethylene (HDPE) pipe.

Town of Perinton: Perinton Community Center & Playground Access Improvement

Project Request: This project would improve mobility and accessibility at the Community Center and the adjacent Center Park West Playground. Town/Village of East Rochester: Acquisition and Development of Linden Park

Project Request: This project improves the physical infrastructure of East Rochester by injecting new park space into the community. City of Rochester: Rochester Public Market

Project Request: This project will enhance the year-round economic viability of the Rochester Public Market by replacing an existing open-air vending pavilion with a weather-protected, heated facility. The new structure will add 60 indoor vending spaces for farmers and vendors, a demonstration kitchen and classroom with seating for 100 people, and a relocated market office.

Rochester Genesee Regional Transportation Authority: Hydrogen Fueler Boil-Off Capture System

Project Request: RGRTA has successfully deployed two hydrogen fuel cell electric buses, with ten more scheduled for delivery in late 2025. The fleet is supported by a portable liquid hydrogen fueler. However, like all cryogenic fueling systems, it experiences boil-off—when liquid hydrogen warms slightly in storage, producing gas that increases pressure and is typically vented. To address this, RGRTA seeks funding for a boil-off capture system that would collect, compress, and store the evaporated hydrogen gas so it can be reused to fuel the buses.

Monroe Community College: Precision Optics Finishing Lab

Project Request: This project will fund the acquisition of equipment and installation of a Precision Optics Finishing Lab within MCC’s newly constructed Advanced Technology Education Center (ATEC). The proposed equipment acquisition will expand the Precision Optics Finishing Lab, enhancing hands-on training opportunities with industry-relevant tools and technologies commonly used in the manufacture of semiconductors and precision optical components. This will be used to teach new students, apprentices, and upskill incumbent workers in optical skills, such as coating, which is applied to lenses used in the production of semiconductor chips.

Monroe County Water Authority: Systemwide Cybersecurity Modernization and Resiliency

Amount Requested: $1,900,000
Project Request: The Monroe County Water Authority (MCWA) is a public Drinking Water system which services over 185,000 private homes and businesses throughout seven counties in western New York State. This project takes a proactive approach to the issue of cybersecurity. The system-wide approach would fund modernization resiliency measures to (1) secure the servers which operate all critical operations and data storage, (2) install a new backup system to ensure rapid data recovery, (3) fund resiliency testing and comprehensive vulnerability assessment (penetration test) using a third-party vendor. Additional physical infrastructure security would include (4) surveillance improvements and (5) installation of state-of-the-art threat detection software.

Village of Brockport: Sanitary Sewer System Upgrade

Amount Requested: $3,000,000
Project Request: The Village of Brockport sanitary sewer collection system consists of antiquated clay piping and brick manholes, which frequently experience age related failures and collapses. In addition to requiring significant improvement, the sanitary system also suffers from high amounts of inflow and infiltration (I/I) leaving downstream infrastructure susceptible to backups and overflows. Residents in the lower elevation areas of Brockport have already experienced sewage backing up into their homes during storm events. The project will upgrade critical sewage collection system infrastructure and will include both sewer main and manhole rehabilitation with a focus on reducing I/I. This project will help protect the water quality in nearby environmental resources, prevent sewer overflows and backups, and ensure continued reliable sanitary sewer service can be provided.

Miss Julie’s School of Beauty

Project Request: Survivors of sex trafficking, referred through safe houses and other organizations, will be enrolled in a 1,000-hour (10-month) cosmetology licensing program that incorporates therapeutic tools and materials to aid in reflection and emotional regulation. Legal counsel will help students through the cosmetology board hearings, providing letters of good conduct, if necessary, to overcome any barriers to licensure before beginning the program. Funds allocated to this program will support personnel costs and staff training, as well as the acquisition of supplies and equipment to provide students with instruction in the fundamentals of cosmetology, business skills, team building, and independent living.

Rochester Police Department: Body-Worn Camera Program

Project Request: This project proposes to enhance the Rochester Police Department’s (RPD) Body-Worn Camera (BWC) program by acquiring specially adapted BWCs for SWAT team members. This funding will allow RPD to expand its BWC program, an important element of RPD’s larger community policing efforts.

Lollypop Farm: Humane Law Enforcement
Account/Program: Byrne Justice Assistance Grants (Byrne JAG)
Amount Requested: $344,420
Project Request: Lollypop Farm, the Humane Society of Greater Rochester, provides all-encompassing services for pet owners, including humane education programming, adoptions, animal cruelty investigations, veterinary services, a pet food pantry, animal behavior support, temporary boarding for pets whose families are in crisis, and much more. Their Humane Law Enforcement services are a hallmark of their work and their ability to expertly investigate animal crimes fills an extraordinary gap within the community. This project funding would ensure they can meet the mounting need for these services by funding essential one-time costs of humane law enforcement operations, including equipment and personnel, and fund staff time spent enhancing the state and nationwide structure of Humane Law Enforcement to benefit animals and people in communities across the United States.
