CONGRESSMAN JOE MORELLE AUTHORS LEGISLATION TO SUPPORT TEACHERS, PUT MORE STUDENTS ON PATH TO SUCCESS

May 7, 2025

Morelle marks Teacher Appreciation Week by leading legislation to increase resources for teachers and help students catch up on learning

(Washington, D.C.)—Today, in honor of Teacher Appreciation Week, Congressman Joe Morelle introduced legislation to strengthen resources for teachers and help maximize student potential. Morelle’s Developing and Advancing Innovative Learning Models Act would create a federal investment in the research and development of Innovative Learning Models (ILMs) to enable schools to adapt to modern educational needs.

“In honor of Teacher Appreciation Week, I’m proud to introduce this legislation to send a clear signal that America is focused on educating our future leaders. Unfortunately, this message is urgently needed as the Trump administration has prioritized cutting the Department of Education and other critical student resources.” said Congressman Joe Morelle. “I look forward to working with my colleagues to better support our teachers and ensure our students are college and career ready.”

"For too long, our education system has relied on a one-size-fits-all approach that teaches to the grade instead of the student. Innovative learning models make it possible to tailor instruction to each learner’s unique needs, strengths, and pace. This bill is a crucial step in modernizing K-12 education to ensure every student receives the personalized support they need to succeed," said Joel Rose, CEO of New Classrooms.

"Advancements in technology and artificial intelligence are rapidly transforming what students need to know and be able to do. This bill will invest in the critical development of innovative learning models that can help students get back on track and meet the needs of the 21st century skilled workforce," said Peter Oppenheim, Former Assistant Secretary of the U.S. Department of Education.

Innovative Learning Models expose teachers to bundles of integrated tools, resources, systems, and pedagogical practices, which can be used to maximize student potential and allow them to thrive in and contribute to the world around them.

To support research into and the implementation of ILMs across the country, Congressman Morelle’s Developing and Advancing Innovative Learning Models Act would:

  • Authorize annual competitive funding to support the research and development of new ILMs.
  • Authorize annual formula funding in the Department of Education over the next 10 years to support the adoption of ILMs.
