CONGRESSMAN JOE MORELLE VOTES TO PASS BIPARTISAN FUNDING PACKAGE THAT INVESTS IN OUR COMMUNITY

Legislation includes key investments in Monroe County programs and organizations while taking steps to improve community safety, uplift families, strengthen our economy, and bolster our national security

(Washington, DC) – Today, Congressman Joe Morelle voted to enact a comprehensive appropriations package for Fiscal Year 2023 that takes steps to invest in the future of our community.   

“This bipartisan funding package makes transformative investments designed to uplift families, keep our neighborhoods safe, support our military, strengthen our economy, and more,” said Congressman Joe Morelle. “I’m particularly proud that I was successful in securing funding for more than a dozen local organizations who are doing extraordinary work in our community. I’m working every day to create a brighter future for our families, and I look forward to continuing to work alongside my colleagues to ensure everyone has the resources necessary to thrive.”  

Congressman Morelle secured over $12 million in funding for local organizationswho submitted requests through the Fiscal Year 2023 Community Project Funding process, including:  

  • Action for a Better Community: $517,000 
  • Bivona Child Advocacy Center: $306,000 
  • Cameron Community Ministries: $200,000 
  • Charles Settlement House: $619,784 
  • City of Rochester Youth Employment Services: $1,000,000 
  • City of Rochester Surveillance Equipment: $300,000 
  • Connected Communities: $500,000 
  • County of Monroe/Monroe Community College: $3,500,000 
  • EnCompass Resources for Learning: $700,000 
  • His Branches: $819,312 
  • Rochester Area Community Foundation: $300,000 
  • Rochester Institute of Technology: $2,000,000 
  • Susan B. Anthony House: $750,000 
  • University of Rochester Strong Memorial Hospital: $1,000,000 W
  • Willow Domestic Violence Center: $325,000 

Additional highlights of the appropriations package include investments in: 

 
Uplifting Families 

  • $8 billion for the Child Care and Development Block Grant, which helps low-income families access childcare; 
  • $12 billion for Head Start to strengthen early childhood education; 
  • $315 million for Preschool Development Grants 
  • $154 billion for the Supplemental Nutrition Assistance Program (SNAP) and $6 billion for Women, Infants, and Children (WIC) to reduce food insecurity; 
  • $28.5 billion for child nutrition programs supporting school lunches as well as summer meals; 
  • $5 billion for Low Income Heating Assistance Program (LIHEAP) to help families afford home heating costs. 
  • $455 billion to expand broadband internet service, particularly in rural areas 

 Supporting Servicemembers and Veterans 

  • $118.7 billion for Veterans Affairs (VA) medical care to provide essential health services for more than 7.3 million veterans; 
  • $5 billion to assist with implementation of the Honoring Our PACT Act, which strengthens healthcare for veterans exposed to toxins; 
  • $44.9 billion in emergency assistance to Ukraine including resources for training, equipment, weapons, supplies and services, salaries and stipends, and intelligence support; 
  • $2.6 billion to support housing assistance for veterans and their families. 

 Strengthening our Economy 

  • $1.8 billion to implement the bipartisan CHIPS and Science Act which bolsters advanced manufacturing, creates jobs, and enhances American competitiveness with China;  
  • $500 million for the Regional Technology and Innovation Hub Program, to provide planning grants to create geographically-distributed “regional technology hubs,” focusing on technology development, job creation, and expanding U.S. innovation capacity; 
  • $121 million for the Economic Development Administration’s Public Works program; 
  • $140 million to support Small Business Development Centers; 
  • $27 million for Women’s Business Centers. 

 Enhancing Education

  •  $7,395 for the maximum Pell Grant. This is the largest increase in the maximum award since the 2009-2010 school year and helps millions of students pursue higher education; 
  • $15 billion for Special Education State Grant programs that support services for an estimated 9 million students and children with disabilities. 

 Investing in Law Enforcement 

  • $324 million for Community Oriented Policing Services (COPS) Hiring to place over 1,800 more police officers on the streets of our communities; 
  • $231 million for State and Local Law Enforcement Assistance and COPS Office grant programs to strengthen police community relations; 
  • $700 million, the highest funding level ever, for grants provided by the Office on Violence Against Women. 

 Addressing the Opioid Crisis 

  • $1.6 billion to states through the State Opioid Response Grant; 
  • $80 million to address the needs of children affected by the opioid crisis. 

 Protecting Our Environment

  • $10 billion for the Environmental Protection Agency (EPA) to fund clean air and water programs; 
  • $3.46 billion for Energy Efficiency and Renewable Energy (EERE); 
  • $260 million to support clean energy programs.
